Open enrollment for individuals who purchase their own health insurance starts November 1 and follows the same shorter schedule as last year. Enrollment runs from November 1, 2018 to December 15, 2018. This is your annual opportunity to purchase or change individual health insurance coverage. If you sign up during the open enrollment period, you are covered as of January 1, 2019.
Note when enrolling in a plan, that HealthCare.gov will be offline for maintenance during some parts of the upcoming open enrollment period. Consumers may not be able to select a plan from the federally operated marketplace each Sunday between 12 a.m. and 12 p.m. ET, except on Dec. 9, the final Sunday of open enrollment.
If you already have an individual or family health plan, this is the only time of year to make changes to your coverage. You may only enroll for coverage at other times if you qualify for a special enrollment period (for example: if you lose other health coverage).
You may also qualify for tax credits that will make the cost of health care coverage more affordable. To qualify for tax credits, you must make application at the Federal Marketplace website. If you do not qualify for tax credits, you do not need to seek coverage from the Federal Marketplace. You can purchase coverage directly from the insurance carriers who participate.
PA Insurance Commissioner Jessica Altman announced the approval of 2019 individual and small group health insurance rates under the Affordable Care Act (ACA), highlighting rate decreases as well as increased choices for many Pennsylvania consumers. Southeastern PA will see more health insurers offering coverage in the individual market for 2019, so consumers will have additional options.
